Old Kings Road Widening and Planned New Wal-Mart Move Forward, as does Harbor View Marina on Colbert Lane

This week, Flagler County Commissioners and Palm Coast City Council approve moving projects to the next step.

Palm Coast, FL – June 4, 2008 – Two local projects moved forward this week in separate actions by the Palm Coast City Council and Flagler County Board of Commissioners.
 
Monday, county commissioners approved a minor amendment to the PUD and the preliminary plat for Harbor View Marina, which is being developed on property located between Palm Coast Plantation and the old Lehigh Cement Plant on the east side of Colbert Lane. Harbor View Marina is approved for 83 boat slips and 621 residential units; 160 single family detached dwelling units and 461 multi-family condominiums. The community will feature a system of fresh water canals. Access between the canal system and the salt water Intracoastal Waterway will be provided by a lift system. (site plan)
  
Last night, Palm Coast City Council passed a resolution change allowing the bonding measure to finance the 4-laning of Old Kings Road to move forward. The measure will appear again on the next council agenda where public comment may be heard. About 80 percent of the road project, estimated to cost as much as $50 million will be financed by property owners fronting the highway through a special taxing district. The city will pay for the balance. If the measure passes on June 16, road work is expected to start October 1st.  Completion of the first phase (from SR100 to Town Center Parkway) is expected within a year of that date.
 
A new Wal-Mart Supercenter is planned for the east side of a section of Old Kings that will be repositioned westward of its present location. (Click to see road plan). I know, it’s up side down. Constructed simultaneously with the road widening, Wal-Mart hopes to be ready for a grand opening of the new SuperCenter as soon as the new road section is completed.

    Who pays for the new PCP development Harbor View Marina on Colbert Road. It says those fronting the highway will pay through a special tax program. Does that include residents of Palm Coast Plantation?

    The property is owned by Great Star Investors VIII LLC. Their mailing address is 3129 Springbank Lane, Charlotte, NC 28226. This is the same address listed for Florida Waterway Investments, LLC which lists local attorney Paul Katz as its registered agent.
