Several Road Projects in the SR100 at Old Kings Rd Area will be Consolidated

Reduced cost, shorter construction time, and reduced traffic interruptions the goal

July 12, 2007 – Palm Coast, Florida – The new bridge at I95 and SR100, nearing completion, is not the end of road projects in that area. There are several more: 

  • Old Kings Road will be widened to four lanes from SR100 to Palm Coast Parkway. The first phase of this project is the portion of Old Kings between SR100 and the old Lehigh rail line. This project will be funded by Palm Coast and a special taxing district formed by the owners of property abutting Old Kings.
  • JX Properties will construct the main thoroughfare (spine road) of their expansive mixed-use PUD. This road will run between SR100 (south of Old Kings) to Old Kings, slightly south of the old Lehigh rail line.
  • The south entrance road to Town Center, Town Center Blvd. will be realigned at Old Kings to align with the north end of the JX spine road. This project is funded by JX Properties as part of their PUD agreement.
  • SR100 will be widened to six lanes from the western I95 exit and entrance ramps easterly to the intersection of the south end of the JX spine road. This is a state project because SR100 is a state road, but will be funded by JX Properties as part of their PUD agreement.

Without consolidation, much work would have to be duplicated. For instance, the intersection of SR100 and Old Kings would have to be done twice, as would the intersection of Old Kings and Town Center Blvd. Letting only one paving contract will save money for all.

 

Under the plan, JX will advance funds to the state for the SR100 portion while Wal-Mart funds the southern portion of the Old Kings widening. As part of the widening, a portion of Old Kings will be re-routed to shift it closer to I95 to add depth to the property east of the road, where the new Wal-Mart Supercenter will be built. Wal-Mart plans to commence site development work on the store site to coincide with the road work. Construction is expected to begin in the first quarter of 2008.

 

Project consolidation will save money, reduce overall construction time, and minimize traffic interruptions. If successful, everyone will benefit. It can also serve as a model for cooperation between developers and government in the future.
